Indeed it would be interesting to get more details. The writing in the article seems worrying, it uses 'logiciels gratuits' which focuses on being free as in beer. Further down it also refers to the software typically being free of cost, while the transition costs 3,5 million euro. It sounds like there is pressure to get to results. The journalist could have taken a different spin: 'Strong Microsoft lock-in leads to 3,5 million euro switching cost. Hopefully we do this transition away from lock-in once and for all'.
