I am slowly re-emerging out of a pile of unprocessed communication. Sorry that I am late to the party. In favor. One important reason for me is that implicit rules (the code of conduct we already have, that is not written down) are obvious to people that have been around for a while and difficult to understand for newcomers. Making the code explicit reduces uncertainty. And I think it is important to make it easier for people who feel harassed in some way to speak out about it.
