I have also observed the port numbers of all the tap interfaces in the 
openvswitch changes when I restart the compute node.
By default, the port number will depend on the order the interfaces are added.  If you 
have stable tap interface names, you could look at populating "ofport_request" 
column as described in the ovs-vswitchd.conf.db man page.
