Hi Pippin, In general case, you can run an agent on the compute node. The agent can handle transactions sent by the controller node, when VMs destroyed/stopped/started. Then, the agent will set/unset the tag of VMs according to information which be sent by the controller. The VLAN of the VMs should be stored in the database. I think that the implementation of the tenant network using VLAN on OpenStack can provide you more information.
