VLAN splinters were created to deal with specific bugs in pre-Linux 3.3
drivers.  Those bugs have now been fixed.  If you still see problems,
then you should report those to the NIC driver authors and get them
fixed, because upcoming versions of Open vSwitch will not support VLAN
splinters.
