Have a look at this - http://docs.openstack.org/developer/networking-ovn/deployment_integration_guide.html I dont think Ubuntu has ovn packages yet. I suggest you either install ovn and ovs from sources or generate ovn packages yourself. Have a look at " INSTALL.Debian.md" file present inside the ovs source directory.
