Correct.  Connection tracking was this part of the announcement:

The release of 2.4 won't really affect when connection tracking comes to an OVS 
release; we just didn't want to continue having it block the release of other 
useful features.  As soon as we can do a release with connection tracking, we 
will.

I don't know what stateful NA is.  Did you mean NAT?  If so, that was something 
being worked on by Thomas Graf, but he hasn't given a timeline.
