It sounds like Open vSwitch is operating correctly. I don't know what a "UserSwitch (Reference Switches)" is; if it's not some configuration of Open vSwitch, then you might want to ask about it on a mailing list that focuses on that switch. If it is a configuration of Open vSwitch, then maybe you should explain further.
