Linux bridge does not "create" a tap interface. Someone created that Linux bridge, then created a tap interface and then added that tap interface as a port to the Linux bridge. I am guessing that this is a openstack deployment with Linux bridge connected to OVS using a connector (veth pair?).
So if you want MTU setting along the way, you will have to start looking at how and who creates those interfaces.
