Unless you have a specific reason to use a newer version, it is much easier to use the version that comes with your distribution.
The 'INSTALL.Debian' and 'debian/openvswitch-switch.README.Debian' files in the top of the openvswitch tarball provide more detailed instructions for how to install it.
