Yes, I configured them wrongly. FInally I got it work. Now I have action TLSv1 
connection. Can I configure OVS to use higher versions of TLS too?

It sounds like you didn't configure the Private Key and Certificate.  Did you 
run "ovs-vsctl set-ssl" command described in the documentation?  What does 
"ovs-vsctl list ssl" show?
