So for a specific flow, from the time (t1) a packet-in arrives due to a
no-match, to the time (tn) the controller sets the flow on the switch
(hardware), any in-between packets (same flow) within time (tn-t1), what is
the best practice followed to act upon?

Should we just drop it at the controller? Or should we buffer it at the
switch or somewhere. I think adjusting buffers is more trouble as we cannot
estimate the volume of flow traffic.

Any of you guys have had an analysis or any performance issues related,
please share.
