You mean MAC learning timeout, not ARP.

No, there's no way to change the MAC timeout in OVS.  You could write
a flow using ovs-ofctl to achieve the same effect by always directing
traffic to a particular MAC to a given port.

You could also change the ARP timeout in your host.
