I am seeing the following in the ovs-vswitchd.log when sending LLDP
packets using OpenFlow's Packet Out on OVS 1.2.1:

It appears they are being dropped, as adjacent switches are not
receiving them. Interestingly practically the same packets are being
received by OVS from those same adjacent switches, and sent to the
controller via Packet In just fine.
