That's not bad... what's bad is watching them pull the fiber into your neighborhood, and then hearing them say "we're not doing any new deployments for a while." Yep. They made the millions+-dollar investment to pull the fiber to all the poles in my town, but they don't want to "roll out in new territories", so they're not actually going to light up the fiber and make money on it. A decision that can only possibly make sense originating in the bowels of some telco.
