I recommend getting permission from management to subscribe all (relevant) staff. All too often apathy wins and few people will subscribe voluntarily (even with all the good intentions in the world). If you subscribe all staff and offer an opt out most of them will stay because... apathy wins :) As for imposing the policies - a lot of IT policies are the way they are for good reason. If you explain the reasons without getting too technical then you should hopefully get good buy in. Also, offer an extended grace period - measured in weeks not days, in which the policies are in place but violations receive a gentle reminder.
