Do you have an underlying problem this is trying to solve?

For example, do you have multiple sites with their own DNS
admins? A huge scale problem? Delegation issues? A need to
support lots of guest machines, with or without authentication
mechanisms? IP delegations from multiple upstreams without an
AS of your own? Need to manage a large number of public IPs?

Does it need to have a GUI because you're pushing tasks to
lesser-skilled people?

A better description of the problem will get you better answers.
