[Discuss] Locked Android for Wifi Use?

If I want an Android device just for wifi use, can I buy a ~$50 prepaid 
and locked phone, and just never use it on a cell network? Or will first 
boot require me to sign up for something?

P.S. Kinda off topic, but Android phones *do* run the Linux kernel…
