I cannot find a way to enlarge the arrow controls in the far bottom left corner.. This seems like thie would fall under "Accessibility" issues for people who need to see better.. I looked under tools/options etc.. couldnt find any help.. Changing the font sizes or changing the upper toolbars work for their respective portions of the screen, but do not change the arrows below..
