Hi,
it might be the most easy way to find out what the problem might be is
to report a Bug. Using
<http://wiki.documentfoundation.org/BugReport_Details> to report a
WRITER - PDF problem it's nearby impossible to do something wrong.
Everything else only is a detour, because your problem seems to be a
real bug, and it's not a problem if we finally find out that the problem
has already been reported.
Your problem might be related to "Bug 32849 - Table borders in pdf
export", and I saw something similar during tests for "Bug 37488 -
PRINTING table borders in Writer not printed if there are also images in
the document, DRAW object printed crippled" even after the fix.
