GNU Radio releases v3.10.2.0 and v3.9.6.0 are final, and are available on GitHub

Changes to 3.9 will be limited to important bug fixes. The next 3.10 and 3.9 releases are planned for June. Releases of 3.8 are now "as needed". Have fun!
