OK, they were tagged in March. A few nice fixes/changes popped up at the
last minute, so we let it slide a little. If everything looks good, the
final releases will be published in a few days.
I had to add
0001-Cross-compiling-is-skipping-c-tests-don-t-try-to-set.patch to
3.9.6.0-rc1 to get configure to run on the sausage machine.
