The "width" parameter controls the bandwidth of the noise (but can't be greater than the sample rate). It's using a UHD sink block for an Etttus B210. Use a sink block that's appropriate for your hardware. Also, be sure to disable the throttle and null sink when using hardware. The quality of your "white noise" will depend on the resampler and the transmitter hardware, though.
