Looks like you're missing M4. Try:

I see. You have to create the ./configure file in mpir with
./autogen.sh
So it's really these steps:
git clone git://github.com/wbhart/mpir.git mpir
cd mpir
./autogen.sh
./configure

You don't need mpir. The dependency can be resolved with gmp
instead.
sudo apt-get install libgmp10 libgmp-dev
