I believe you just have to add it to the GR_REQUIRED_COMPONENTS.
Change:
set(GR_REQUIRED_COMPONENTS RUNTIME FILTER)
to:
set(GR_REQUIRED_COMPONENTS RUNTIME FILTER VOLK)

thought about adding gr-lte into MP for a while. Would not be
