Your application is totally underspecified, and because there can be no single proper estimator for all kinds of modulations, as I tried to explain in my lengthy answer to which you replied. Please do your homework and properly design a specification for all your signal and what you want to measure, and then you'll be able to decide what needs to be done to sense exactly that.
