you'll need to be a little more specific what you mean with "a received signal" and its phase – a PLL does keep track of the phase, but its job is, by definition, to "correct" the output so that it follows a specific phase behaviour, so a PLL is certainly not what you're looking for alone. can you tell us more about your signal and what you want to do, in the bigger picture?
