The receiver has to much noise. Try another frequency - like wide band FM (broadcast FM) - your antenna cable should be able to pick up WFM. And try using a USB cable and move the dongle away from the computer and put a huge of metal under the antenna - maybe the antenna just has a bad grounding plane. I'm assuming the antenna is a quarter wave antenna which typically comes with the usb rtl dongle.
