I'm referring you to the official build guide, 
http://gnuradio.org/redmine/projects/gnuradio/wiki/BuildGuide,
specifically: go to your source directory,
mkdir build
cd build
cmake ..
make
sudo make install


Where did you get your instructions? They are very outdated...

    I don't know how old your GNU Radio version actually is, but I urge you 
that if you -- by any means -- can convert your application to at least GNU 
Radio 3.6 or even better 3.7: do it!
    3.6 and 2.7 both build using cmake which is much easier to use than the 
whole auto*-hell and a whole lot easier to debug.

    Anyway, even with the old autohell-based solutions you shouldn't have to do 
the steps below. Just run ./bootstrap !
