I've described it like this:

Traditionally radios have been purpose-built for specific types of tasks using electronic components to perform those tasks.  Many of the crucial "systems" in
   a radio are actually performing mathematical "transformations" on the signals going through them.  Sometimes really well, sometimes rather poorly.
 
In a software-defined radio, the computer does the "math" on those signals, instead of a string of fixed-purpose electronic components.  What this means is that
  today your computer can be doing regular broadcast FM radio, and tomorrow, it could be doing radar, and the only thing that changes is the software.
