Hello,        Thank you for your suggestion. But I would like to try working on 
it a bit more as my OS is windows XP. Still if you could just tell me what is

If you're having trouble installing GNU Radio on Cygwin, you may want
to consider trying one of the Linux distributions, such as Fedora 12
or Ubuntu Karmic (9.10).  The vast majority of GR developers are GNU/Linux
users, not MS windows or Cygwin users.  If you're on the platforms we
use, we're more able to provide help.
