Rebased onto current `main`. The original fix and regression coverage are now fully superseded by #20109: `Range` dtype extraction handles both tensor/Relax expression starts and shape-derived `PrimExpr` starts, with regression tests for both shape-derived starts and limits. Both commits therefore became empty during rebase, and GitHub automatically closed this PR when the head matched `main`. -- This is an automated message from the Apache Git Service.
