Hi,

1.2.x is the stable branch,
1.3.x is the unstable (development) branch.
If we have a feature that is a significant extension, or that has large 
impact on the code base, it will be limited to 1.3.x.
If it is a bugfix or simple feature, it will be added to both 1.2.x and 
1.3.x.
If the development in 1.3.x is progressed to a stable state, it will be 
relabled 1.4.0 and 1.2.x will not be maintained anymore.

This is similar to Linux kernel numbering.
