   double[n] bar = 0;  // does not compile

Works for me:

struct Foo(size_t n)
{
    double[n] bar = 0;
}
void main()
{
    import std.stdio;
    Foo!5 foo;
    writeln(foo.bar); /* prints "[0, 0, 0, 0, 0]" */
}
