If this is a serious bottleneck you can solve it with two lines

evalRQ(`x <- fread("Acquisition_2009Q2.txt", sep = "|", 
colClasses = rep("character", 22))`);
auto x = RMatrix(evalR("x"));

and then you've got access to the data in D.
