I suppose that means you're using Windows version of Dia with a windows file
sharing?

You could open the file directly from the network, or copy-paste the path.
Next time you "save as" such a file, you just drag the shortcut to the left.

If you want to pre-fill the bookmarks, look for %USERPROFILE%/.gtk-bookmarks 
file.
Network paths could be added as
file:////SERVER.DOMAIN.TLD/share/path [Share display name]
To add the shared directory directly, use the workaround
file:////SERVER.DOMAIN.TLD/share/.
(Note the dot.)
