I think you will find the will to duplicate Visio functions to be very low
here. This is an open source project and one that has been very slow to
inactive for some years now. If you wanted to try your hand at coding the
change yourself that is the surest way to see it happen. You may find some
help doing it once you start working on it. Or maybe someone who is good at
it will think it worth doing.
There is the rub though ... because this is open source, changes happen
when code writers take an interest.  You would need to make a solid use
case for the function.  Everyone using the program so far has been fine
without the function you suggest (in maybe 15 years I have never seen this
request), or it would have been implemented, so you have an uphill battle
selling the idea.

I am strictly a user not a code writer, but I can guess from years on this
discussion board that the first thing you will confront, is the question
why not learn how to use the functions already present? To me it sounds
like you don't understand how Dia works very well.  With Dia there is no
reason to care about the coordinate system and window size, except perhaps
when creating shapes of your own. Usually we just make the diagram look
right in relative terms and then scale, zoom, adjust the page breaks and
margins and so on. I can't think of a reason why I would ever want to do
what you have described. I think we are talking about two different
paradigms.

I don't mean to sound discouraging, but it might be so if you think you
need many changes.  I just hope they keep making it compatible with future
OS changes.

Dia gets used for some things you might not expect that probably get more
attention from the sort of power users Dia has attracted. You can make Dia
write code based on the diagram.  People have done this so that specific
forms of "flowcharts" can automatically create functional scripts. I here
talk about using Python for this code writing. Don't ask me how this is
done, I just use Dia to make explanatory drawings for presentation, and for
note taking and other documentation where graphics are helpful.
