I think current maintainer and  project can  be found by so simple means (by 
someone who would wants to involve as maintainer) that the  initial question 
was meaningless.

In  short: 
 * anyone can use GNOME project / dia in  order  to post patches -- and  ask 
here if not aware  of.
 * who would be  maintainer should already have a fair good knowledge of that 
project. (for any project, there is no  option...).
