There used to be InkView, but that seems to have disappeared. (Of
course, Inkscape can be used as a viewer as well as an SVG editor.)

You can still get Adobe;s SVG viewer for Win XP:
http://www.adobe.com/svg/viewer/install/old.html

I haven't tried it with SVG files, but at work we use Swiftview for
many image types.
