Are you aware that Dia already supports layers? You can have a look at
the documentation for the details:

You can add as many layers as you want - so the layer "attribute" is
multi-valued.
If that's not what you're looking for - could you explain your problem
in more detail (and explain why the
current Dia layers implementation will not do the job for you)?
