Hello Sergey, Seems few of the many contributors to Dia are watching the list today. I can offer an incomplete, but useful answer immediately, others can fill in details.
One of the main features of Dia is that the "panels" (called sheets in Dia talk) can be made by assembling a group of shapes that are drawn by the user, and included by anyone into the shape repository (if you follow the rules). The open source format also allows you to participate in developing the underlying function of Dia itself if you have the skill and inclination. You can create a shape by Exporting (as opposed to Saving As) your Dia as a Dia shape. There are details to learn like how to size the shapes with which the help files and the forum will help.
