That's what this mailing list is about. As a first step, I would recommend that you subscribe to the mailing list. While this is not required to create shapes, it will help to get your questions answered swift and comprehensive. To get started I would suggest that you follow the step-by-step instructions to create shapes in Dia itself:
http://dia-installer.de/howto/create_shape/index.html.en Once you've got first results ready, it will be time to discuss how to improve them. You should tell us your proficiency with text editors, XML, SVG, etc. If you don't want to bother yourself with these things, it should be possible to find somebody who takes over the development at that stage.
