Hi, with the upcoming Dia 0.97 you could use the new Outline tool, break up your text into smaller parts and align them manually along your. path. But I guess this is not what you are looking for.
Inkscape can do what you want (Use the Text->Put on Path menu entry). Unfortunately if you open the SVG generated by Inkscape in Dia, the text will not be on the path.
