Dia is in construction and good for use. I use it myself for most of my technical illustrations, and a number of other people around the world do, too. Make a google search for filetype:dia to see some examples of what people have used it for. There are definitely future releases coming out, I'm hoping for one around Christmas. If you want to use it in your company, do write down what you expect to use it for and try to use Dia for each of the expected tasks. That's the best way to find out if it's useable for you.
