I'm definitely not a Python or Dia Python specialist (see comment from Hans).
What is the problem with installing the complete Python 2.2
distribution? In case you
want to disable a part of Python for ?security reasons?, just try.

Dia compilation instructions are work in progress...

Note that you may also need Python-GTK for some of the provided
scripts. I've never
installed Python-GTK on Win32, so I cannot comment further on it.
