I don't see this as a discussion to change the license. As Matt states, it's just a question of management that doesn't "get" the GPL, so they send out people to ask if they can use this software.
Trouble is, as I see it, we can't just say "yeah go ahead and use it". We have to tell Matt that he is free to use it, and in fact, we couldn't stop him if we wanted, as long as he respects the GPL. But then we're back to scaring Matt's management, since they don't "get" the GPL...
