Thanks Steffen. Changing all of the references in the dia.bat file from "Program Files" to "PROGRA~1", eliminated the problem finding the DLL.
Now I have another problem??? ... maybe a problem ... maybe not a problem, trival testing seems to indicate that most (see #2 below) of Dia seems to be working ... however, the DOS window shows the following messages

#2 there doesn't seem to be a "Save" or "Save as" in the drop down list available in the object selection window, only in the "Diagram Menu" window's File selection. Is this on purpose?
