What I've done in the past to work around this is set my page to letter in all places necessary, then gone to the page setup dialog, clicked "Fit to" 1 by 1, or whatever I wanted to fit to, then clicked back up to the scale option and reduced it slightly from there. It's kind of a hassle, but it seems less so that exporting to SVG and installing Adobe Illustrator or some such.
