Abyot, thank you for the help. I decided to re-install DHIS2 and downgrade PostgreSQL to 9.4, it work nicely now. I can input data on tracker capture and get the reports.
One quick question, is there any way to import tracked entity instance from csv file? I read the guides but it only has explanation on importing from xml or json.
