This should be set to the default UID. Be sure that this category option combo id is also the same in both target and source instances. In theory, this should not make a difference,but it might explain why there is data in the datavalue table, but nothing is showing up in data entry.
You can check to be sure they are the same in both instances with something like https://play.dhis2.org/demo/api/categoryOptionCombos?filter=name:eq:default In later versions of DHIS2, this is a constant, but in older versions, it may not be the same.
